Looks like it might have been stuck to a honeycomb floor mat and stained by contact.

I have tried scrubbing it off at it will not come off though.

Thinking contact staining--post-strike damage. Some stains can be quite stubborn. A long soak in 100% acetone might have worked, but 'scrubbing' the coin to remove the stain likely mitigated whatever acetone might have been able to accomplish.

Looks like a nice group! But it is best to put each coin into its own topic with a cropped photo showing each side of the coin.

In order to grade, a larger clear photo of each side is required. You do not grade just one side of a coin.

Not a "stain" and no amount of acetone will take it off. When copper comes into contact with other elements it reacts and that reaction changes the copper at the molecular level. What you're seeing as brown is actually copper nitrate/nitrite/sulfate/sulfite/sulfide or some other substance (there's a thousand possibilities) whose natural color is brown, rather than that rich red color of pure copper we all love. Since it's not actually copper any longer that you're seeing (at least a few molecules deep on the plating), and there's nothing that can be done to to reverse the chemical change that's taken place, the best thing to do is enjoy it as is. Or spend it.
