Hard to tell with current photo, but it might have been shrunken by acid. If it is, it's not an error and is only worth face value. https://www.error-ref.com/acid-shrunk-coins/

Can you post a clearer photo of both sides. I'm thinking an acid
coin also due to the thin rims but need clearer photos to confirm.

Thanks for the additional images. They are still somewhat out of focus and small.
It appears smaller in diameter than the normal cent.
This, along with the other items mentioned, is telling me this is smaller due to a corrosive environment.
If the planchet was smaller when struck by the dies, either the strength of the devices would be weaker or it would have contacted the collar die and be normal diameter.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Clearly smaller in diameter and not as thick. Like others, I'm thinking the loss of metal is due to corrosive environment exposure. An interesting curiosity.

Still looks acid etched to me. Acid usually attacks the rims
first and the rims on your your cent are almost non existent.
In any case it is some sort of damage.

This coin has the hallmarks of having been attacked by acid. Here's one that I found with a similar weight:
