Silk Hat Coin? (Id: Potential Canadian Arcade Token)

The obverse is a portrait of the 1965-1985 portrait of Queen Elizabeth II, as she appeared on the coins of Britain, Australia, Canada and lots of other places. But, since there's no such country as "Silk Hat", this must be something else. A "silk hat" is the stereotypical type of hat used by magicians, the kind portrayed on top of the heads of the eagle on this "coin". I suspect this is a coin sold with some kind of magic kit, used to practice magic tricks with.
