Found this while searching pocket change, Thought it was curious. Is it doubling or just a worn die?

Yup. Machine Doubling. Movement of the dies to the left.

Here is an example of a normal Cent with a doubled die cent so you can see the difference of how hub doubling affect the die.

Not how the devices are enlarged with a doubled die. Machine Doubling only pushes the devices around so nothing is really doubled, just mangled.

For some reason 1994 was a year that had more than usual MD on the Washington quarter. The face is included.

This might instead be Die Deterioration Doubling. DDD is often restricted to one side of the letters IGWT on pre-state quarters. Can't say for sure without a larger photo or in-hand inspection.
