1989P LMC.

Would this be considered as having a second rim on both the Obverse and Reverse?

Sorry but no, I think it's Die Deterioration or maybe a plating issue.

Check other coins of the same date and see if the devices are the same distance from the rim. The obverse looks normal though. Something to keep in mind is that the 1989 Cents started with a new reverse that year and the devices are nicer that the previous years. But always check with coins from the same date to see if it is different or not.

That is a result of Die Deterioration. It's neither an error nor a die variety and this effect is actually fairly common.
