Although,im not an expert on the subject,it looks like some doubling on the C and E to me (Just call me Mr Obvious)...Is the coin yours or is this just a pic you have

Great puzzle you have there! there is a double strike on the letter E as in word "cent"

Machine doubling. Die movement during the strike. The die was not doubled, but the devices mangled on your coin. Happens a lot of times. Sometimes when searching through a Orginal Bank Wrapped (OBW) roll you can spot several examples in the roll with differing examples of Machine Doubling. It happens and I feel it carries no premium. But you see these selling for extra all the time on ebay. Just "Newbie" bait to take their money.

Machine Doubling with some Die Deterioration Doubling also evident. NO doubled die.
