Definitely a proof, and cameo to boot. The photo shows some scuffy hairline scratches in the field which will hurt the grade slightly. They are likely exaggerated by the photograph. The portrait however seems mark-free. PR-65 Cameo seems like a fair or possibly conservative grade. Beautiful coin.
