The term is struck through and it is through grease.

You are not the only one to suggest a lamination error. It does have that appearance. But I happened to include this coin when I sent a batch of error coins to CONECA's Mike Diamond. He confirmed that it was struck through some sort of debris. What ever it was, it left a fairly deep crater.

It's possible that it was struck thru cloth. (the 2nd one.) sometimes the cloth stays on top after the strike and then falls off.
