It is known as a misaligned die, some of the devices has to be missing for it to be collectible. I don't know if it's an error or a variety.

Mad ones are collectable when the devices fall off the opposite edge of the coin. The rest like yours are throw back unless you want to keep it to show a new collector.

Your coin is a misaligned die strike(MAD) which is quite common and not worth a premium. It differs from an off center strike by the fact that MADs are always perfectly centered on the reverse and they have a physical limit of misalignment on the obverse while a true off center(OC) strike will be equally off center on both sides of the coin and OCs can range from 1% to 99% off center. When a MAD strike occurs, some portion of the rim is usually still present but when the misalignment is so severe that some of the devices are missing, say the top parts of LIBERTY, then a MAD strike is considered to be an error and will carry a premium. MADs to that degree IMO might just be less common than an actual OC strike. However, it will never be so far misaligned on the obverse as to be missing all of LIBERTY- there is a physical limit to the movement that the dies can make in relation to each other. A clad dime with a 25% OC strike is only worth $5-10 and I would assign a similar value to a severe MAD.

Another thought here after seeing this.
Although the edge reeding is clearly visible on this coin
if one does find an off center strike as this and hopefully
a little more off to one direction without any reeding or collar
for that matter, you could have a broadstruck coin.
