These were the brain child of Phillip Dhiel then director of the US mint. They were intended as a gift for long time mint set buyers and served to commemmorate the 50th anniversary of the Roosevelt dime. The quality of these tends to be extremely good and gems are common accounting for about 20% of the 1.6 million made.

Attrition on these probably isn't extremely high but they can get lost in the packaging if the owner doesn't know it's there.
Time don't fly, it bounds and leaps.

got one last week picked up the UNC mint set for $13 and it is a full band

one of the guys at a coin shop told me that the TPGs would give a better grade oif a coin is sent to them in the cello packaging

think there is any truth to that?

Considering that by the time the grader sees it it has long since been removed from the cello packaging and he wouldn't have any idea how it came in....NO.
