I agree it's in the VF-30 range, although the color looks a bit odd. I'd guess it has been dipped and has toned back somewhat. At first glance the shine around the stars, the folds of Liberty's gown, and the eagle feathers gives the coin the look of a higher grade. However, the obvious wear (on Liberty's head, breast, and foot, plus the eagle's wings and talons and the arrow feathers) suggests the shine is not natural. Just my opinion!
