I found this while roll hunting, and I'm pretty sure its off center. The obverse looks definitely off center, while the reverse looks normal. If it is, what grade would you give it, and does it carry and premium over face? Thanks

I think that's called a misaligned die and probably doesn't have any value unless the lettering is cut.

That is worth a little more than face. It is a misaligned die strike, or MAD.

Oh ok then, thanks for the info. Any idea what it would grade? The white dust on it is not on the coin, and it looks much better in hand.

MAD coins are fairly common. But when they look like this they are collect-able:

Face or copper melt. It is a copper cent. You gained more in knowledge now as to watch for on coins.

You will find interesting things search coins. Some good coins, some damaged coins, some common coins and some varieties. It takes time to spot the last ones mentioned and training the eye is what it takes to distinguish. The best education is free. You can learn here or at coppercoins.com/ as to what is out there.
