Question about if there is silver content to the 2007 quarter and what amount is there? I figured 90% silver but I cant be sure.

Wow, nice finds again! The quarter may be a silver proof or a normal proof, just look on the edge to find out.

There is copper reeding, but does that mean its automatically no silver content? I maybe thought it was just lower.

The silver proof State Quarters are 90%. You'll see no copper Motos! Still a Proof! Nice find!

Am I missing something but why would the mint spend time making proof coins and then making silver proof coins? Is it to give proof like quality without paying for silver?

After silver was removed from circulating coins, proofs were still being made out of the current clad composition. In 1975-1976, they made 40% silver bicentennial proofs as well as clad proofs. in 1977 they resumed with the clad proofs that are still being made today. In 1992 they also started making proofs of 90% silver. So I guess the answer to your question would be No! A proof is a proof. Clad proofs are cheaper naturally than the silver proofs. Your State Quarter proof is still proof, not prooflike, although it's probably impaired.
