I just got a round whit chip that in red says uncirculated mint set. In the center in a shield, it says bureau of the mint. What is it and what is the story behind it?

Not really sure! This set was a 1971. Some of the other sets I have have a cent sized metal token with a P or D on them for the mint they came from.
