Is this a possible RPM or just MD?

If it is a RPM the closest match to it are the 014 and 016 on Coppercoins, but I can't get any diemarker matches.

Looks like Machine Doubling. The thickness of the mint mark isn't enlarged. It just looks like the dies shifted slightly and tried to move the mint mark. The area on the lower curve is plating splitting caused by the mint mark punching leaving a small fin on the lower curve of the mint mark cutting the platting of many coins till it flattens out.

Yup, true. Most cases of an apparent southeast spread on zinc cents will be plating movement.
