John, took the liberty of turning your picture upright. With the optical illusion of the of the pillars being sunken into the coin and the fields raised, I can't say. Maybe someone else will see it differently.

I have a real hard time seeing it as it looks like the bays are raised, just opposite than they really should be. But the year tells me a different story. The bar columns are found on the single squeeze coins. This started in the 1985-earlier coins. A coin from the 1960's would not have a bar as they were hubbed several times. The coin in the post looks like die abrasion.The line (that appears to be a bar) is in correct alignment as the vertical of the normal column. With wear on the devices shallow end to remove clashes, it makes it appear as a bar. Note the thinnest of column 6. (The only way I can get the column to appear raised is by looking at the supposed bar area and then viewing it as part of a column it straightens out in my eyes.)
