the obverse looks like a Mint product - is this a token of some sort? (It is not listed anywhere)

Its a standard circulated issued commerative 25 cent piece, to commemerate Canadian veterans.
It has no connection to Romeo Daillaire what so ever, who was the commander of the U.N Peace keeping exercise during the Rwanda genocide. Please rent/buy Shake hands with the Devil to get a further understanding of how the Canadian government and the whole world turned their back on this horrendous atrocity.
The coin isn't worth more than face value.

For Canadian buyers he could have offered direct pocket shipping,just check your change every day and the the item should appear in your pocket within about three weeks.Not as fast as Expedited Parcel but no waste of paper or trip to the PO

Thankfully no one bought it, wow that is ridiculous. I guess the seller needed to attempt to pay for all the hard work to make such a pretty ad!

I really hate how some sellers hide their prices in shipping, knowing full well that unless buyers change their settings, shipping costs usually never show up. Total ripoff.

I don't like the way this guy just keeps making up stories about the coins- shipping charges are a big reason why I don't sell on ebay any more.

Even cheaper to send International double of the price shipped to Canada ,must be the box he is using for shipping,cartboard is very expensive 12x12x8''.Hum type of seller I keep away from.

The guy is basically full of crap.
Ive seen this time and time again, buffer in a purchase price within the shipping costs not only to grab the unsuspecting purchaser, but to also elude ebay fees.
There is a 'Report to ebay' function specific to over the top shipping costs, in order to tip them off.
Hmmm...what to do....what to do...
