They appear to be emergency money used during WW2 when Japan invaded the Philipines. I woulg guess that the "Victory note" was issued at Wars end.

The first note is a regular 1 Peso note issued in 1949, and the rest are WWII emergency issue notes. During the war the Japanese issued notes to be used in occupied countries. To resist the Japanese these emergency note were issued by towns, and provinces.
