It has been harshly cleaned, so definitely not proof.

The fact that a coin has been cleaned or damaged by some other means doesn't mean that it's not a Proof! It may make it harder do distinguish it as a proof coin.
That being said, this coin does seem to have been harshly cleaned.

At this point there is now way to tell if this coin was proof or MS. I would venture a guess that it was a mint state coin that has been harshly cleaned for some reason.

The only way to determine proofs from business strikes is by having the die marker information. For that...you'll need Breen's book. There are unique characteristics for each proof die. I still need a copy of the book myself. You may find some diagnostics by searching completed heritage auctions of 1876 Seated quarters, but the information isn't always there.

Also looks like slight rub on the high points. If it is a proof, I'd say it's been lightly circulated. This being solely based on your photo.

I agree that its been harshly cleaned but as was already said can't really tell from the coin if it is proof or not (you would have to look at the die characteristics to be sure about that)but wanted to say the grade you assigned was off and I think you need to really study the series a little if you are going to go buying this type of coin so you don't make any mistakes when you do purchase one. You also need to try and spot different types of cleaning because with these type coins it is a big problem because they were circulated pretty good when they were in circulation and all kinds of things have been done to them through the years. I can usually handle a light cleaning or a dip that was done correctly but a harshly cleaned coin that has a bunch of lines like your coin shows kills the look of the coin and any time you see a bunch of lines going in the same direction like this its a good chance it has been scrubbed. there are die polishing lines that look like harshly cleaned coins but you would have to look closely to tell the difference because die polishing will be raised and cleaning will be deep in the coin. I know it can be overwhelming at first but the more you study the coins the better you will get at spotting these problems
Rest in Peace

My guess is business strike. The central details have been harshly cleaned, but there remains some original surface in the protected areas. The look of the remaining original surface gives the appearance of business strike luster, where-as a proof would have more mirror-like luster. The rims don't look squared off like a proof either.

Here are some shots of my seated proof dime(PR-61)

well its according to what condition the other 54 coins are in and if they are problem free or if they are like this one. Condition is the main factor when placing a value on any coin
