It doesn't look like a 66 to me. It's really a raw coin in what looks to be a basement slab.
I'd guess it has a good shot at 65 but would likely go 64 due to the carbon spot on the obverse and numerous bag marks. To me it would not be worth submitting to NGC.
Since you paid MS63 money for it, you did fine.

that is a PCI slab, now owned by David Lawrence and the name has changed (not sure what it is called now D something something something)I don't know how much success you will have crossing it to NGC but in my opinion it doesn't look like a 66 to me (a few to many hits). I know the old PCI slabs (green label) have crossed and some even upgraded by both NGC and PCGS but when they switched to the gold label they got very lax and lost all respect in the hobby

No way that coin will get a 66. More likely it's going to come back 63 or 64 IMO.
I'll try to find pics of my NGC 66 that I expected at least 67 on....the coin is nearly flawless.

I'd agree with the above opinions - definitely not a 66 and no way is it a 67. These basement slabbers are really unethical. I wouldn't spend the money spending it to NGC. That's not to say it isn't a nice coin. It would look great in a nice Dansco Lincoln album.

I think it has too many small marks for a 66, looks like it might be a 65 though. And to finish Bryan's thought, David Lawrence Rare Coins purchased the slabbing equipment and rights to PCI and reopened it as Dominion Grading Service(DGS). From what I can tell, they are trying to make a run at being a solid legit TPG but of course they will have an uphill climb for widespread acceptance. Me personally, I would have no problem purchasing a DGS coin but I would probably not submit to them if I had a coin that I planned on reselling. Edit: 65RD is tough for that coin, Numismedia lists it @$102.50. Conservatively, it is probably a 64RD.

This is a surprising expensive date. The Greysheet "Bid" price is $20 in MS64RD and $35 in 65RD. The OP's coin is a 64 easily, so they did very well picking it up for $14 because it certainly looks Red.

An example why I don't like Numismedia values...most are way over-inflated. However, the 30-S is a fairly tough coin in red and I think CDN is a little low. I'm going to watch for these at the next show just to see if I can get CDN prices.

I sent an 1885 Half Dollar to PCI once upon a time and before sending, I called it VF35 cleaned. It came back, VF35 cleaned. Once in awhile, they got it right. Not in this case. I would call this one MS64RD.

This has turned into an interesting thread and I'd like to reiterate that the OP did very well picking this coin up for $14.
I did a little research in Heritage's auction archives and found the following closing prices for NGC certified 1930-S Lincoln's.
NGC MS66RD went for $276 on 12/20/09
NGC MS66RD went for $102 on 08/02/09
NGC MS65RD went for $42 on 06/25/09
NGC MS66RD went for $172 on 02/15/09
NGC MS64RD went for $35 on 11/16/08.
The Big Kahuna was a PCGS MS67RD realizing a whopping $21,850 on 02/05/09!

so it would have to atleast be a 66 to justify the slabbing cost in my opinion judging by the figures above of completed auctions. you have to remember you have the coin in hand and have a better judgment on what you think it will grade and if you think it has a shot at 66 then by all means send it in and see what they say but unless the camera is making it look like it has hits thats not really on the coin I just don't see it coming back a 66 but this is just my opinion

He definitely did Hoping it will Come back MS66 and, as mentioned, the cost of crossing over would not justify sending it to NGC. That's also just my opinion. It is a beautiful coin but the strike combined with slight abrasions and spots, would keep it out of a 66 holder.

thanks everybody for all that
ill post it when it comes back and I know its hard by pics to judge but in hand its a really nice coin and alot of the nicks or scrtaches you see are on the case like around the neck and stuff I just can not get a very good pick in the case because it reflecks off it
but thanks off to ngc by the end of the week

Does it look as good as the 39-D I posted? I don't think I gamble with the 66 unless you're REALLY sure...it's not worth the fee IMO. Take some pictures after you break it out of the PCI holder so we can see it better.

I believe it has a good shot at 65. That MIGHT make it worth submitting but my gut feeling is it will come back a 64.
I agree that some good images out of the slab will make it easier for us to speculate.
