That is called die attrition. The die wears from being the set incorrectly on a MAD set up. The outer area of the die wearing away leaving a void that you see on your coin. I have a coin that looks like that also.

They can get much worse without correcting the hammer die.

Kind of seems they happen on the same area? But not always.
Value: I would hang on to it. In fact I look on every coin that goes under the scope for this. Dollar amount? It would take an expert in the field to answer that. A lot of variables. Date/condition of the coin/ demand. I just know I like them.
