I agree with ShadowCreator, this coin is at least a VF-25. The 1907-O is probably the most poorly struck dime in the entire series, in particular the word "LIBERTY." When grading this coin I think it's better to focus on other areas like the wreath details on Liberty's head. If you look at PCGS's new photograde online, I think it most closely matches the VF-25 grade overall:

Barber dimes from the New Orleans mint in general were usually weakly struck, and as such some allowances should be made. I'm not saying you can always add a grade or two to what you normally would grade a coin, but its better to not simply only use the conventional method of looking at the word "LIBERTY".
