There is doubling below the middle section of both S's in STATES, and there appears to be something off of the right side of the bottom base of the F in OF.

Unfortunately, those are hub features and will be found on all 1921's of that reverse type. Doesn't narrow down the VAM at all. I see nothing in your pics which immediately indicates any specific VAM; this one's going to be a painstaking-research example.
