Well, since the some of the pros who's opinions I respect the most haven't spoken up, I'm gonna take that as a good sign.
Surely a few of them have at least seen this thread and have not shot me down. I know I'm not out of the woods yet and they need to see it, but it gives me hope that the searching MIGHT have paid off.
So, I'm off to the main forum to ask for help on attribution services.

I'm still a little baffled on how there are no known doubled dies past '89 (well, hopefully '90 now). How is that possible? Have they used the same master hub for all of these years?

Sorry to bump this.
But, I'm lost on how and who to send this to. I was hoping Mike Diamond would have chimed in, too. I went to CONECA's website, but I can't find any info on how to submit.
Fees? Insurance? Return postage? All these questions.
Can anyone point me in the right direction?

There have been doubled dies past '89 - they are just not as prevalent since the mint started the 'single squeeze' method to the dies. That may be over-simplifying (and I'm not 100% on the year they started with it) but I'm sure I'll be corrected if it's wrong. There's been extra trees on State Quarters, extra fingers on Lincoln's hands, etc. No doubt there is a possibility for an extra eye/lid. To me it looks like a well-placed die chip, as the curvature is slightly different, but then I'm not an expert on these. Mike Diamond and Bill (foundinrolls) do go through these posts so just have a little patience - I'm sure one or both will pop in here soon.

Thanks xshift. I know about the trees, and fingers, etc. I was asking about doubled dies on Roosevelts past '89. That's the last listing on CONECA's website, and I can't find anything past that anywhere.

 flat shelf like in appearance classical 'damage' signs on the eye ball.however the eyelid appears to be doubled(die) in the upper eye socket above the original eyelid,just below the eyebrow..this is what is interesting to me.InMyHumble0pinion.also please consider I've not search lots n lots of dimes either and could be wrong about the dbled eyelid.

I believe It's Md I don't see any raised image just a flat like image i have seen many like this on Kennedy halves also they can trick you
