Yes it's from the Philippines, but it's brass. This is the first series of coins from the Republic of the Philippines, after independence. Notice how the obverse is the same from colonial coins (look in the RedBook) but the reverse has the seal of the republic.

what is the date? not 1963? but the 8 doesn't look right? for 1863

It is an 1863 but there is a pock mark in the center of the bottom loop of the 8.Thanks for the confirmation.

It's not 1863, but 1963. The Philippine Republic was established after WWII, when the US agreed to give the Philippines her independence.

Yep, definitely 1963. Philippine gold coins from 1863 look nothing like that. This WCG page shows what your coin would look like in better condition.
