Found this guy roll hunting. It's a 1962:

Lamination-Error-Or-PMD?

I assumed it was just post mint damage, but I noticed that the parts the devices seem to be showing in the damaged sections of the coin. It looks like a piece from MONTICELLO is folded over the end of "FIVE CENTS" but I can see the missing parts of the EL in the rough patch from where the folded over piece was.

Anyone know if this happened after the coin was struck?

That's a lamination error, nice one too.

Looks like a lamination peel. The surface is missing in that area.
