Was looking at this coin and seems to be a possible "D" at 7 o'clock from the 0 (zero) in 1960. Any ideas?

It appears to just be wear or minor damage, making the eye see something not really
there.

Too small to be a D mint mark. You might try to see if it is a remnant of a spot leaving an outside border on it that may look round?
