Its a Licinus I (308-324) 'campgate' coin.
Licinius ruled the Western empire on his own and then with both Maximinus and later Constantine. He married Constantines half sister to cement his position.
A civil war eventually broke out between him and Constantine because Constantine did not like his 'unpopular vices', this was just an excuse as Constantine had plans to reunite the Empire and rule on his own. Licinius was quickly defeated. At first his life was spared and he was banished to Thessalonica but later Constantine had him killed on a charge that he was communicating with barbarians with a plan to challenge him.

It was minted in Heraclea between 316 and 317

Sorry - the mintmark is 'HT Delta' - this does not affect where or when it was made though just the mint shop in which it was made.
Licinius's 'unpopular vices' were cheating on his wife, Constantines half sister and killing Christians. Constantines own conversion to Christianity was the final nail in Licinius's coffin.

Not only did Constantine have Licinius killed he also had his 11 year old son killed - Constantines own nephew! A little later its thought he had Licinius's wife murdered too - she was Constantines half sister. This was nothing though - about a year later Constantine had his own wife and son murdered.

Overall you did OK, the coin has nice details and has been cleaned well though IMO the reverse could be cleaned a little better. I think if you were to buy this at a coin shop you would probably pay between $20-$25.

I agree with the above valuation - Its by no means rare but most of the campgates you will see are of Constantine and his clan.
I wouldn't clean any further unless you really want to, all the characters and the mintmark are visible, its been 100% IDed and it has a nice sandy patina.
