I was going through my Arabic coins which unfortunately I do not do often enough. I was taking a close look at this one and noticed that it is not listed in my Krause 4th Edition. I coin is similar to the KM#221 except the Regnal year is off? The size, weight and composition are spot on. Krause only lists 8 while this one appears to be a 13. Does anybody have further info?

I believe you're looking at a wrong country. Your para was minted in Turkey, KM# 665.1. The reignal year is 13.

That is a 1 para, 1255/13 Regnal year. Ottoman Empire.

Having little knowledge in this area.
Is it common for two countries to use the same design? My Krause has the Egypt coin and it looks the same/similar.
Is there a way to determine the country or is this a case of classification?

Both Turkey and Egypt belonged to the Ottoman Empire (as well as a few other countries). In Turkey the prevalent language was Turkish, in Egypt - Arabic, even though the alphabet was common. In most cases the design on the coins is different enough to see the origin immediately, for a couple of denominations (like yours) it requires a little more digging.

wwhitman - not the exact same design but Ottoman Tugra (the design you see on the obverse of the coin) is very common in Ottoman and ex-Ottoman Empire countries such as Egypt, Tunus, Iraq, Syria. Even Pakistan adopted the Tugra for their coins and used it since 1960's.
A Tugra is the "signature" of a Sultan.
Before 1839, Tugras vary between Sultans, each has a different "signature".
After 1839, the Tugra becomes a standard but each Sultan added a motive to it, precisely to the upper right side of it.
One Sultan has a Rose flower. One other has the word "el-gazi" meaning "veteran".
