I think off center would be correct. Some people like to label them by the % off center.

At least 60%, maybe 70% off-center? Shame you don't know the date. Weigh it, then you can at least narrow it down to pre/post '82.

Looks like a copper planchet. The mark on the top 12:00 makes me think it is copper. The memorial could be a 60/70's coin. A closer look at different years reverses may help.

Only a weigh-in could tell. I have a blank that looks the same but weighs only 2.48g.
