Is this a MAD?

I've seen this effect on 1983 to 89 cents etc, but I havn't seen this on a 94 until now.

It's a form of Die Deterioration.
Error coin writer and researcher.

It's the same Die Deterioration described in other threads recently - although they look slightly different in result, they are all caused by the same thing. The give away is multipart:

1. A ridge line, usually affecting the top third to two thirds of the design around the rim raises the field and sometimes obliterates the motto to some extent.
2. There is usually a rusty bumpy appearance to some other areas of the surface of the coin as transferred from the die.
3. There are often striations (flow lines) leading from the ridge outward to the rim.
