I was assuming grease too, I have a Yellowstone quarter that has the same weak lettering on parts (if I rememember correctly, my coin is very weak/missing the first part of AMERICA).
This is not an error - it's pretty much considered a normal part of minting coins, and is not worth a premium value. I highly doubt this will change over time.
Well that's a bummer to hear that it is not considered an error, but will still hold onto it. Have a nice 1944 Wheaty missing the last 4 and the last T in Trust...same kind of issue I am sure, but still an interesting coin.
It won't be worth more than a quarter, but it is an error (look it up in an error glossary, it's there). There are a handful of errors that don't add a premium to a coin, and in fact can decrease its values.
It's still cool to have and show off a 'mis-spelled' coin, even if it's just struck thru grease/water/debris.
