Looks like some grease and some over polishing on the FG. The E/W Die scratches show it has been worked over to come a clash.

Looks more to me like an errant hubbing. Probably didn't sink into the die deeply enough. The polishing probably adds to it, but for the tops of the letters to be nearly missing on UNITED tells me they were never there. Still yet, it's not an error that would command any premium value in the marketplace. A curiosity, but not an error of value.

It's a case of localized, overzealous, intentional die abrasion ("die polishing"). Weak hubbing -- a phenomenon I've never seen convincingly demonstrated -- would not affect two widely separated, highly localized areas.
