1959 Half Mirror Image?

Here is a Franklin I got out of a mint set. Never seen one this beautiful. The quarter looks the same minus the tone spot. The package deteriorated and I had to take the half and quarter out. Please let me know what you think. the third image I took to show my pinky in the mirror image on it. Also do you think it have FBL.

it came in a sealed cheap brown envelope and was in a thin plastic Philadelphia mint package. Nothing on it said proof.

EDIT: after doing some reesearch found it probably is a proof set. Any ideas on grade dcam or cam and FBL?

Dont figure I made out too bad only paid 22$ for it 2-3 years ago.

Definitely a proof coin, no CAM or DCAM and FBL only applies to business strikes. The pictures are not optimal for grading(proof grading is difficult by photo) but it looks like the spotting is the worst problem. However, I am a bit worried that the spotting might have etched into the mirrors and that would definitely lower the grade. If it is fully reflective but toned, then you are ok but if the spots appear dull then the coin has been harmed.

If the spotting hasn't hurt the coin, I think that has "Full Bell Line" potential... At least with the pics given...

One of bio's points was that the "Full Bell Line" designation does not apply to proofs, because all proofs are assumed to have full bell lines.
