I dont know if the scratch would qualify as an issue on such a low grade coin...

Actually, no. Here is what ANACS said and I agree. With the coin in hand, the surfaces do appear cleaned. It has retoned dark since.

Yeah, a fair amount of fine scratches on the obverse. Sometimes you can get a pass on lower grade if the cleaning is not very obvious.

Not quite sure how rare the BR-3037 is. I do know the mintage is 220,000.
