The "mis-strike" has a spooned rim. This is not a mint error. These are often called "drier coins" because it can be caused by a coin getting stuck in an industrial clothes drier or similar mechanism.
There were no steel cents struck in 1976. The coin has been plated post-mint.

One way that these "plated" cents are created is to let them sit in a jar of well-used silver dip. The residual silver ions or particles that float about in the used liquid will become attached to the cent, making it appear as silver. I've had some harmless fun with fellow collectors on this. Collectors have a tendency to be too quick to call doctored coins "mint errors." In the long run, it's always better to approach such coins with some degree of suspicion.

I have two Australian copper nickel 5 cent coins with exactly the same problem. I bought them from a dealer for $5 each. He did not know if they were mint errors or not, and I must admit, neither do I.

About the steel 1976 penny, I remember there was some steel commemorative coins made to celebrate the bicentenial but I'm not sure how many. On the dime sized penny the 7 in 1967 is almost left off how can shrinking a penny do that? I'm just seeking pro numismatic knowledge.

this is a quarter I found and kept in a coin jar for 10yrs or so. It looks like tippling on the eye. I don't know if you can see it or even zoom in...I am new at this! Really New

This should be moved to a new topic and in the classic error/variety coins section. As far as the tripling, sorry but I can't see it in your pics. Maybe others will see something I don't. Also, WELCOME to the forum.
