Maybe the mint changed out the rim die on a different die pair? I think I should start too look at the listings without (Wide reeding) AKA Infrequent, just to see what turns up.
It's a 28. The doubling on the 1 could be machine, or it could be just plain unlisted. Don't expect all of the pickups you find for a given VAM to be listed; very, very few have been studied in that depth.
