1890-P Date Question... Also Odd Marking

OK, I have been going through my Morgans. This is my 5th one. I have listed the 1880s on the forum. I also have found an 1878s VAM-17 in MS condition, 1878cc VAM-17, and an 1879o VAM-3.

Now I get to this coin (1890p) and have a few questions...

1) Is this a slanted date? and how do you tell?
I can tell close, normal, and far dates but the slanted always confuse me.

2) Is the mark a deep bag mark? Looks like a Morgan edge to me.
