Going through some quarters and came across this. Is this damage or something else (RPM, etc)?

It is raised but not as much as the 'D'. Nothing is listed on Coneca but have not checked any other sites yet.

I feel this is a die chip on the lower part of the mint mark. If it were an S it would be a lot larger and the S mint mark was used on 1968 forward coin proof Quarters forward. You can see the post in the Center of the mint mark has broken off the die, leaving the center part of the mint mark not formed. So it would seem logical that this die is aging quickly and the area in question could be chipping in that area. At first I wondered if it were part of a P mint mark, but they didn't use the P mint mark designation on quarters till 1980.

Coop has it, two die chips. One chips off the center post creating a blob D and the other chip is at the outside bottom of the D.

I concur with the others - die chips.

Thanks for the help. I knew it was not a D/S do to the size. Just was not sure because of the loop.
