Hey all I just wanted some opnions before I shelled out some money for this. Does it look cleaned the obverse does (or are those bag marks). The reverse looks fine to me. Comments...?

Basically, bag marks wouldn't have a pattern like that. They would be spread out and not in a line.

Lacking in any signs of toning, yes no doubt cleaned.
Just FYI, recently at the 2010 ANA Boston coin auction, this same coin graded ms-64 sold for the following:
NGC graded $374.00 PCGS graded $1,035.00 it was the toning that fetched the higher price.

Agree with biokemist - you can see parallel hairline scratches running top right to bottom left - especially above In God We Trust and 1923 on the obverse and in the Northern Atlantic and South Pacific on the reverse.
