This looks like an 1889 to me, but clearly it's an overstrike of some kind on the 4th digit.

I'd say it was just a damaged coin, except for the little protrusions that appear to be under the date.

Looking for your expert opinions.

I'm not sure exactly what this coin is but it is not an 8 over 7.

It looks to me like there is something under the second 8, and also the 9.

The curl on the nine is post mint damage, I'm pretty sure.

It looks like environmental damage - corrosion.
