Sorry but I cannot render a valid opinion with the pics provided, both show the coin as completely dull and lifeless  It could have had all of the luster dipped off or maybe the lighting was not capable of capturing the luster. The reverse is not pictured either, I have seen many coins with a one-sided cleaning. Try reshooting the photos with better lighting.

I see absolutely no cartwheel. Now that could be a host of imaging issues, but... I would suspect this is a cleaned coin from the picture.

I would like to see what the reverse looks like to be sure. But what I see from the obverse IMO it has been cleaned.

That is a good point, but he is a grader and I did not buy the coin from him. I blocked out the light to avoid glare. I will post new photos, including the reverse.

Your new photos leave little doubt that this piece has been cleaned and probably polished as well.
Always include reverse (tails) images in the future.

I believe the coin exhibits , like stated prior, a complete dullness, lack of "bright original luster", I see the shine but no luster.The shine, IMO, Is a polished looking shine, not an original mint cartwheel blinding white luster.
I also would like to see the reverse, to make any more comments about this coin, in all fairness, I believe you would need much crisper photos or the coin in hand, just another opinion.....

Who does this guy grade for?
Rather odd that a 'grader' would give you an 'in hand' professional opinion, yet you feel it necessary to second guess that by requesting opinions here with pictures.
Usually, the scenario is reversed......get opinions here first based on pictures and then take the coin to a professional grading service for the actual verdict.

The jokes on me. He laughed when I asked again. I thought it was obviously polished when I first looked at it, but I was really struck by the details. I am not anything near expert, so I showed it to him and asked if it had been polished, forgetting that he does not always give me a straight answer. It was a bullion coin. I was perplexed when he looked and said it had "luster." I figured I would get the straight dope from CCF users. Heavily polished, based on the first picture. It's very, very difficult to make an original-surfaces coin look that bright under any kind of lighting.
Fields have luster, not devices. The hair on the top pic is far too bright to be natural.
