Because those are "as struck" features. I'll tell you right now that luster plays a HUGE role in
TPG grading....regardless of blemishes. If the coin is blazing with luster, it will get a higher grade.
Keep in mind that Lincoln grades are already "automatically" reduced for those types of "issues" right away. One reason why there's only one MS-69 Lincoln business strike (highest grade that I know of). Seems there's an automatic 2 point deduction from all the
TPG's, the highest grade is generally MS-68. Take a Lincoln with blazing luster and just a couple minor blemishes and strike issues and it's a 66 with an additional 2 point deduction from 68.
