Was there not an issue with these dollars when first released?

Is there some sort of possible errors in there?

The mint ran out of this issue really fast. No one knows why but only a very limited amount of the 'mint wrapped' rolls were produced. People who are collecting only the 'mint wrapped' rolls would need this for their roll collection. I know this still doesn't explain it to most of us but thats what it is.

All of the William Henry Harrison rolls in that particular US Mint packaging are going for big money. Just look at the completed listings.
They are apparently very scarce in this packaging and sold out very quickly at the mint.

Well as my Grandfather always told me " something is only worth what someone else is willing to pay." So very true especially in coin collecting.

The coins aren't scarce... just the paper wrapper.
