Looks like a disintegrating die cap. You can still see where pieces of the die cap are still there. Nice find.

Ouch, perish the thought. Or as my sainted grandmother used to say; "Dear me Sudsey Mahlush". I think it was a euphemism for some old Irish expletive when someone made a curse or ill fortune befell someone else.

Great find and unfortunately the "7" does look level with the "9" and "0". Even the "9" looks more pointed.

It's not a die cap. It was struck THROUGH a late-stage die cap.
Error coin writer and researcher.

I'm not sure there's enough detail on that to determine whether it was a 1970S small date. I'm not even sure it's a 1970S.
