Sorry, it is a 1987 loonie...my spelling mistake. I am waiting on 2 clear photos...I have 2 but they are blurry.

Without it being in my hand it looks like stuck on cellophane, this is just my opinion on what the picture tells me

 stuck to something like cellophane is the inside line raised?

The shiny part is depressed.
The none shiny part on the other side of the line is raised.
The line across the queens face is part of the depression....it was made when the coin was stamped.

Those vertical lines sure look like some sort of plastic, cellophane or glue has been ripped off this coin

Anything "depressed" on the coin did not come from the die. Once a die strikes the planchet, all the design elements are in relief or "raised". The "depressed" part of any coin is the "field". It looks to me like a foreign substance or post-mint intentional damage of some sort.
