Was going through some rolls and found a 1983 penny and the mint mark looks crooked, or slanted or something. What does you guys think?

Up until 1990 mint marks were applied by hand so there could be a little tilt to some of them, yours looks to be in the allowable range so no premium, sorry. Also your post title does not match your coin date.

Nothing unusual really. Up until 1990 (I believe), the mintmarks were hand punched on to the dies creating all kinds of distance and orientation to the date.
