Pulled this from a mint set I got off ebay. Couldn't tell for sure from the pics, but thought it was from the toned strip. Every now and then there is a little gem to be had on ebay.

Could you post some images of the field area where the area in question is NE above the date?

It reminds me of a coin I found the other day in a mint set. I can't take it out to get a good shot as the struck through is so thin it might just com off. I've never seen one like this one before:

Looking through the scope you can see under the struck through plating and it is plated underneath. It flow over the devices like Southern Yankee's coin, but his looks like the devices are pushed back where the top of the devices are. So more images might/not tell more on his coin.

Super struck through wire coin! I have never seen one that covers so much distance before.

I see what you are saying about the middle bar on the E. Could the metal have flowed under the obstruction just a bit and when it was ejected the separation from the obstruction cause the metal to lay back some? Just thinking out loud here.
