Well now that is the odd part, if the lighting is coming from the left side it looks indented, if it is coming from the right side, it is raised, I don't know, probably a gouge.

Can anyone tell me how I can get this cert as a VAM? How much does it usually cost?

Can I assume you checked out VAM-1L and 1Y, and your coin doesn't match? If those obverse striations aren't matched by similar features over STATES, you might have something there.

VAM's are still designated by Leroy Van Allen. There isn't a specific "price" to have him evaluate yours - enclose return postage and a few bucks for his time and you should be fine.

Here is what my S in State looks like, there are no striations like yours.
