Uh, post mint damage without a doubt. Probably put on a lathe.

I agree, looks like a lathe job to me also. Looks like they were trying to fit it to something else by the way the center looks

I thought that it was maybe a lathe. they did a good job on it. it is uniform thickness. course I don't have experience with lathes, so maybe that's easy to do?

It looks like they soldered a cuff link stud on the back, and it fell off. Maybe they wanted a somewhat rough surface to solder to?
